Overseas students are an important component of China’s talent resources and a vital force in achieving high-quality development and advancing Chinese-style modernization.

Promoting High-Quality and Full Employment for Returned Overseas Talents

强化就业优先,深入贯彻劳动者自主就业、市场调节就业、政府促进就业和鼓励创业的方针,将留学回国人才纳入国家统一的就业政策体系。

Strengthen the priority of employment by thoroughly implementing the principles of self-directed employment, market-regulated employment, government-facilitated employment, and entrepreneurship encouragement. Incorporate returned overseas talents into the national unified employment policy framework.

发挥用人单位主体作用,双向选择招聘留学回国人才。

Leverage the primary role of employers and facilitate mutual selection in recruiting returned overseas talents.

留学回国毕业生按规定享受高校毕业生同等的招聘(录)条件,符合条件的可享受高校毕业生的企业吸纳类、技能培训类、就业见习类、创业扶持类等政策支持。

Graduates returning from overseas are entitled to the same recruitment (admission) conditions as domestic university graduates and, if eligible, can benefit from enterprise absorption policies, skill training, internship programs, and entrepreneurship support policies.

持续推进就业见习岗位募集,组织符合条件的留学回国人才参加就业见习,鼓励见习单位按规定积极留用见习期满留学回国人才。

Continue advancing the recruitment of internship positions and organize qualified returned overseas talents to participate in employment internships. Encourage internship units to retain interns who complete their internships, following regulations.

举办留学回国人才专项招聘会,加强国家留学人才就业服务平台建设。

Hold special recruitment fairs for returned overseas talents and enhance the construction of the national employment service platform for overseas talents.

发展专业性、行业性人才市场,培育人力资源服务企业,建设人力资源服务出口基地,依托全球人力资源服务贸易网络,为留学人才求职就业提供支持。

留学人才可以专利、科研成果、专有技术等回国创办企业。

Overseas talents can use patents, scientific research achievements, and proprietary technologies to return to China and establish enterprises.

深入实施中国留学人员回国创业启动支持计划,遴选资助留学回国人才初创企业,加快科技成果转化,助推企业快速发展。

Deeply implement the "Startup Support Plan for Returned Overseas Chinese Students," select and fund startups founded by returned overseas talents, accelerate the transformation of scientific and technological achievements, and promote rapid enterprise growth.

鼓励各类创业引导基金、专项扶持资金、种子资金和信用担保资金加大对留学回国人才创业企业的支持。

Strengthen the construction of the Expert Advisory Committee for Returned Overseas Students' Entrepreneurship and enrich the mentorship pool for innovation and entrepreneurship among returned overseas talents.

提升“春晖计划”“赤子计划”等留学人才专项的服务能力和投入力度,支持鼓励广大留学人才通过兼职、合作研究、回国讲学、学术技术交流、考察咨询、创新创业等多种形式为国服务

Enhance the service capacity and investment intensity of talent-specific programs such as the "Spring Light Program" and the "Red Heart Program," encouraging overseas talents to serve the country through part-time work, collaborative research, academic lectures, academic and technical exchanges, consulting, and innovation and entrepreneurship.

鼓励各地、各有关部门设立实施留学人才回国服务项目,组织留学人才到基层进行技术指导、培训示范等服务活动

Encourage local governments and relevant departments to implement service projects for returning overseas talents, organizing activities such as technical guidance and training demonstrations in grassroots areas.

搭建留学回国人才创新创业平台

Build innovation and entrepreneurship platforms for returning overseas talents

加大留学人员创业园建设投入力度,支持各地制定完善留创园发展政策,落实场地、财税、服务等优惠政策。

Increase investment in the construction of entrepreneurial parks for overseas talents, supporting local governments in formulating and improving development policies for these parks, and implementing preferential policies in areas such as facilities, taxation, and services.

落实留创园建设和服务规范,发挥省部共建留创园示范带动作用,在部分产业集中的地区共建专业园

Implement construction and service standards for entrepreneurial parks, leveraging the exemplary role of parks jointly built by provincial and ministerial authorities, and co-building specialized parks in regions with concentrated industries.

鼓励在留创园建立离岸创新创业基地

Encourage the establishment of offshore innovation and entrepreneurship bases in these parks.

加强博士后科研流动站和工作站建设,举办博士后创新创业大赛,大力招收海外博士回国开展博士后研究

Strengthen the construction of postdoctoral research mobile stations and workstations, host postdoctoral innovation and entrepreneurship competitions, and actively recruit overseas PhDs to conduct postdoctoral research in China.

支持各地举办海内外人才项目交流对接活动,举办留学回国人才创新创业大赛。

规范留学回国人才学历学位认证

Standardize the certification of academic degrees for returning overseas talents

留学回国人才取得的国(境)外学历学位,经教育部留学服务中心认证,与国内学历学位证书具有对应关系的,可作为在国内报名参加公务员考试、职业资格考试、事业单位公开招聘、职称评审等的条件或参考依据

The academic degrees obtained by returning overseas talents in foreign countries or regions, upon certification by the Overseas Study Service Center of the Ministry of Education, can be recognized as equivalent to domestic degrees and used as qualifications or references for participating in civil service exams, professional qualification exams, public institution recruitment, and professional title evaluations.

持续规范攻读国(境)外硕士、博士项目,加强审查把关,不断提高国(境)外学历学位认证专业化水平,增强对用人单位的可参考性,进一步提升留学质量。

Continue to standardize the pursuit of overseas master’s and doctoral programs, strengthen review and oversight, and continuously improve the professionalization of certification for overseas degrees, enhancing their reference value for employers and further improving the quality of overseas studies.

Explore and promote the information sharing of certification for overseas degrees obtained by overseas talents.

Strengthen connections and facilitate entry and exit services for overseas talents

留学人才出国后应积极与我驻外使领馆取得联系。

Overseas talents should actively contact Chinese embassies and consulates after going abroad.

各驻外使领馆应主动与出国留学人才对接联络,及时掌握出国留学人才信息,为出国留学人才提供当地的法律法规、文化习惯、安全措施等信息和服务,保护留学人才的合法权益。

Embassies and consulates should proactively connect and communicate with overseas students, maintain updated information on overseas students, and provide them with information and services on local laws, cultural practices, and safety measures, thereby protecting their legitimate rights and interests.

外交、移民管理、海关等部门应积极为留学人才出入境提供便利。

Departments such as foreign affairs, immigration management, and customs should actively facilitate entry and exit services for overseas talents.

发挥中国留学人员回国服务联盟作用,加强与海外留学生组织和留学人才的联系沟通。

Leverage the role of the China Service Alliance for Returning Overseas Talents to strengthen communication and connection with overseas student organizations and talents.

支持各地留学回国人才工作部门探索建立留学人才“一条龙”联系服务机制,做到出国前登记服务、留学期间定期联系、回国后主动服务。

Support local departments handling returning overseas talents in exploring the establishment of a "one-stop" service mechanism, ensuring pre-departure registration, periodic contact during overseas studies, and proactive services upon return.

留学回国人才在国内首次申报职称时,可根据专业水平和工作业绩,比照国内同等学历资历人员,直接申报相应级别的职称评审。

When applying for professional titles for the first time in China, returned overseas talents can directly apply for corresponding levels of evaluations based on their professional capabilities and work performance, comparable to domestic peers with equivalent qualifications.

支持有关地方省级人力资源社会保障部门会商有关部门结合实际探索建立境外职业资格认可清单,按规定对留学回国人才持有的境外职业资格证书予以认可,并对应相应的职称。

Support relevant provincial human resources and social security departments in collaborating with other departments to explore the establishment of a list for recognizing overseas professional qualifications, granting recognition to certificates held by returned overseas talents and corresponding them with appropriate professional titles.

规范留学回国人才人事档案管理

Regulate the Management of Personnel Files for Returned Overseas Talents

出国(境)留学的大中专毕业生的人事档案可按规定由户籍所在地公共就业和人才服务机构或教育部留学服务中心保管。

The personnel files of college and university graduates who study abroad can be managed by the public employment and talent service institutions at their registered residence or the Ministry of Education’s Overseas Study Service Center,as per regulations.

留学人才学成归国后,在国(境)外期间的学历学位认证、成绩单、工作证明等学习和工作经历证明材料应及时归档

Returned overseas talents should promptly archive documents such as academic degree certifications, transcripts, and work certificates obtained during their overseas studies or employment.

归档后档案可按流动人员人事档案管理服务相关规定办理转递接收手续。

Once archived, these files can be transferred and received in accordance with the relevant regulations on the management of mobile personnel files.

落实留学回国人才社会保险待遇

Ensure Social Insurance Benefits for Returned Overseas Talents

用人单位依法为招用的留学回国人才缴纳社会保险

Employers must pay social insurance contributions for returned overseas talents they hire, as required by law.

选择灵活就业的留学回国人才可按规定以灵活就业人员身份参加社会保险。

Returned overseas talents who opt for flexible employment can participate in social insurance as flexible employees in accordance with regulations.

各级人力资源社会保障部门及有关部门按规定为留学回国人才参加和享有基本养老、医疗、失业、工伤等社会保险提供服务

Human resources and social security departments at all levels, along with other relevant departments, shall provide services for returned overseas talents to participate in and enjoy basic pension, medical, unemployment, and work-related injury insurance in accordance with regulations.

鼓励有条件的用人单位为包括高层次留学人才在内的职工建立企业年金

Encourage qualified employers to establish enterprise annuities for their employees, including high-level overseas talents.

加强留学回国人才服务窗口建设

Enhance Service Platforms for Returned Overseas Talents

各级公共就业服务机构面向留学回国人才免费提供职业介绍、职业指导、创业指导等服务。

Public employment service institutions at all levels shall provide free services such as job placement, career guidance, and entrepreneurship mentoring for returned overseas talents.

各级留学回国人才服务机构要与公共就业和人才服务机构、社会保险经办机构等加强协调,建立“一口受理”的服务机制,将留学回国人才纳入“高效办成一件事”服务范围,通过数字赋能,提升数字治理和服务能力,为留学回国人才办理就业、创业、人事档案、职称、社会保险等事项提供优质高效便捷的服务。

Service institutions for returned overseas talents at all levels must enhance coordination with public employment and talent service agencies, social insurance agencies, and others to establish a "one-stop" service mechanism. They shall integrate returned overseas talents into the "Efficient Service for a Single Task" framework, leveraging digital tools to improve governance and service capabilities, thus offering premium, efficient, and convenient services for matters such as employment, entrepreneurship, personnel file management, professional titles, and social insurance.
